ACTS CORP. ANNOUNCES BREAKTHROUGH IN DELIVERING
EXAMS OVER THE INTERNET

--"No-data-loss" is battle cry of Texas software firm
that takes web-based testing to new level of reliability and security--

Kingsland, Texas, February 14, 2001 -- ACTS Corp. announced today a cost effective, Web-based testing solution with the release of TestManager, an advanced web-based examination, evaluation, and administration tool. When compared to paper-based testing, TestManager eliminates as much as 95% of the cost to administer and grade tests, and eliminates the need and the cost associated with an outside testing and assessment services company. Most importantly, TestManager provides a "no-data-loss" feature to ensure that the test-taker will immediately return to where they left off in the test -- in the event their PC "locks up,” their Internet connection is lost, or some other technical problem arises while the testing is in progress.

TestManager can be used to "webify" virtually any existing testing or question format, and supports use of graphics, audio, and video within a test. Furthermore, the product is designed for ease-of-use and with its Web browser interface can allow non-technical Test Authors and Administrators to create and supervise the web-based delivery of tests without the involvement of Web technicians. Using TestManager’s tools and templates, you can typically web-deploy an existing test of 75-100 questions in less than one hour.

"In a strategic move to target the dynamic e-learning marketplace, we are hosting TestManager on an IBM® Enterprise Server (S/390®) platform running Linux for S/390 under VM,” said Doug Taylor, Director of Business Development for ACTS. “By extending the scalability of TestManager, we are able to target the state-wide testing market that requires high-stakes certification exams to be delivered concurrently at thousands of campuses and to hundreds of thousands of students. By running on an IBM Enterprise Server (zSeries and S/390) hosted by Infocrossing, Inc. (NasdaqNM:IFOX) of Leonia, New Jersey a leading provider of managed IT/IP services and application infrastructure solutions for mission-critical environments, ACTS will function in the role of an application service provider (ASP).

Until now, Test Administrators have faced the real possibility of the loss of test data (previously answered questions) when the student’s PC crashes or an Internet connection is dropped during the test. TestManager provides customers with a state-of-the-art web-based testing engine that combines ease of use with a secure transaction environment. TestManager allows you to leverage the ubiquity of the Internet by allowing tests to be taken in a highly-reliable manner from virtually anywhere in the world.

Dennis McGarry, VP of Information Services for the Document Management Industry Association (DMIA), Alexandria, VA, has been utilizing a pre-release version of TestManager for DMIA’s certification program. "Our organization has been looking for a web-based testing product that could meet our security and reliability requirements,” explained Mr. McGarry. “I never want to have to tell someone that they have to start over because their browser crashed after completing 55 of 60 questions. With TestManager, ACTS has delivered a product that will ensure against loss of work if a PC or Internet glitch interrupts a testing session. Our certification program has been greatly improved, as well as its profitability, thanks to ACTS.”

Customers will benefit from a hosted environment running on an enterprise server, which is well known for its availability, reliability and security. The product can be readily interfaced to most popular database engines including Oracle (NasdaqNM:ORCL), DB2, SQL Server, Sybase (NasdaqNM:SYBS), and Informix (NasdaqNM:IFMX).
